Syndicate Legal Advisory Services prepares letters, forms, and organized records for a parent, guardian, or adult student dealing with a school or district, on the forms required in the state and county where the case is or will be filed.

What’s included:

  • Intake and information gathering. A structured questionnaire and document checklist collect the student’s name, age, grade, school and district, any IEP, 504 plan, evaluations, report cards, discipline notices, correspondence, and dates, and the outcome the client wants.
  • Records request letters. We prepare written requests for the student’s education records under FERPA and State Education Code(s) (districts must respond within statutory time limits), and for IEP and evaluation files.
  • Special education requests. From the client’s statements, we prepare a written request for an initial special education assessment, a request for an IEP meeting, a request for an independent educational evaluation at public expense, and a request to amend or review an IEP, over the client’s signature.
  • Section 504 requests. We prepare a written request for a evaluation or plan review, from the client’s statements.
  • Parent concerns letters. We prepare a parent concerns statement for an IEP meeting, typed in the client’s own words.
  • Discipline documents. For a suspension or proposed expulsion, we prepare a written request for the student’s discipline file and a request for a hearing or review, and we organize the notices received.
  • Complaint forms. From facts the client supplies, we complete a Uniform Complaint Procedures complaint to the district, a compliance complaint to the state Department of Education, a complaint to the U.S. Department of Education Office for Civil Rights, and, for bullying, discrimination, or harassment, the district’s own complaint form.
  • Mediation and due process forms (optional, higher-tier). We prepare the request for mediation or the due process complaint form of the Office of Administrative Hearings from the client’s account.
  • Enrollment and residency documents. We prepare letters and forms for inter-district or intra-district transfers, residency verification, and open enrollment, from facts the client supplies.
  • Student status and homeless or foster youth documents. From facts supplied, we prepare enrollment and records requests under the state's foster youth education laws.
  • Meeting records. We provide a template for the client to take notes at meetings, and a timeline organizer for the client’s own records.
  • Filing and delivery logistics. We provide a filing packet with copy and delivery instructions, and recommend dated delivery with proof of receipt. Clients send documents themselves unless they ask us to deliver them.
