Documents are prepared for submission in accordance with applicable filing requirements under 10 C.F.R. Part 52. A Combined License under 10 C.F.R. Part 52 authorizes both construction and operation of a nuclear power facility; the application must contain a Final Safety Analysis Report with sufficient information for the Commission to reach a final conclusion on all safety matters; applications may reference early site permits or standard design certifications for finality on resolved issues under 10 C.F.R. § 52.83; fees apply under 10 C.F.R. Part 170; guidance is provided in Regulatory Guide 1.206; clients remain fully responsible for determining eligibility, the accuracy and completeness of all information, timely submission and fee payment, satisfaction of safety, environmental, and program requirements, and compliance with 10 C.F.R. Part 52.
