We prepare the Preapplication Statement of Intent, formal application letter, and related supporting documents based on the entity information, operational details, and specific instructions you provide.

Documents Commonly Prepared We prepare documents associated with an FAA Part 121 Air Carrier Certificate Application, including:

  • Preapplication Statement of Intent (FAA Form 8400-6): Completion of the PASI covering the applicant’s identity, proposed operations, aircraft, management personnel, and other required information for the pre-application phase, based on the information you supply.

  • Formal Application Letter: Organization of the formal application letter and related submissions for Phase 2, including updates to the PASI, proposed schedule of events, and management personnel applications under 14 C.F.R. § 119.65, based on the information you provide.

  • Supporting Certification Documents: Organization of manuals, Safety Management System (SMS) documentation, training program materials, maintenance program outlines, aircraft conformity information, and other compliance documents referenced in the pre-application checklist and formal application, based on the materials you supply.

  • DOT Economic Authority Materials: Organization of application materials for DOT certificate of public convenience and necessity or related economic authority (including fitness data under 14 C.F.R. Part 204), based on the information you provide.

  • Amendments or Updates: Preparation of amended submissions or updates incorporating corrections or additional information, based on the corrected or updated details you provide.

Documents are prepared for submission to the FAA (via the Certificate Holding District Office, Certificate Enforcement and Planning Organization, or SAS External Portal) and to the DOT as applicable. The Part 121 certification process consists of pre-application (signaling intent and submitting the pre-application package), formal application (letter and meeting with the Certification Project Team), design and performance assessments (evaluation of systems, SMS, training, maintenance, aircraft conformity, and proving tests), and administrative functions leading to issuance of the Air Carrier Certificate and Operations Specifications once DOT economic authority is verified; clients remain fully responsible for determining the certification requirements, the accuracy and completeness of all information and manuals, timely submission, satisfaction of all phase and gate requirements, coordination with the FAA Certification Project Team, and compliance with 14 C.F.R. Parts 119, 121, and related provisions, as well as DOT economic authority requirements.
