Syndicate Legal Advisory Services provides nationwide legal document preparation services for entities preparing applications for Nuclear Materials Licenses or Fuel Cycle Facility Licenses from the U.S. Nuclear Regulatory Commission (NRC). We prepare the application forms and related supporting materials based on the entity information, proposed activities, and specific instructions you provide.
Documents Commonly Prepared
We prepare documents associated with an NRC Nuclear Materials or Fuel Cycle License application, including:
Application for Materials License (NRC Form 313): Completion of the form covering the applicant’s identity, addresses, radioactive materials to be used, purposes of use, individuals responsible for the radiation safety program, training, facilities and equipment, radiation safety program, and waste management, based on the information you supply.
Supporting Narratives and Plans: Preparation of radiation safety program descriptions, facility and equipment descriptions, training programs, waste management plans, or other supporting documents required for the specific license type, based on the details and instructions you provide.
Supporting Materials Organization: Organization of technical qualifications, diagrams, or other required attachments based on the documents and information you supply.
Amendments or Updates: Preparation of amended applications or updates incorporating corrections, based on the corrected or updated details you provide.
Documents are prepared for submission to the appropriate NRC regional office or headquarters office (depending on the location and license type) or via preferred online or email methods. Nuclear materials licenses cover possession and use of byproduct, source, or special nuclear material under 10 C.F.R. Parts 30, 32, 33, 34, 35, 36, 37, 39, and 40; fuel cycle facility licenses (such as for uranium enrichment or fuel fabrication) are governed by 10 C.F.R. Parts 40 and 70 and typically require detailed safety analysis reports and environmental reports; applications are guided by NUREG-1556 series volumes for materials licenses and NUREG-1520 for fuel cycle facilities; fees apply for new applications under 10 C.F.R. Part 170; clients remain fully responsible for determining the licensing requirements, the accuracy and completeness of all information, timely submission and fee payment, satisfaction of radiation safety, security, and environmental conditions, and compliance with applicable NRC regulations.
