Syndicate Legal Advisory Services provides nationwide legal document preparation services for entities preparing applications for operating authority from the Federal Motor Carrier Safety Administration (FMCSA), part of the U.S. Department of Transportation (DOT), to transport passengers or cargo (property) in interstate or foreign (international) commerce. We prepare the applicable OP-1 series application forms and related supporting materials based on the entity information, operations details, and specific instructions you provide.
Documents Commonly Prepared
We prepare documents associated with a DOT/FMCSA Interstate/Foreign Passenger or Cargo Authority Application, including:
Application for Motor Property Carrier and Broker Authority (Form OP-1): Completion of the application for authority as a motor carrier of property (cargo), broker of property, or related categories, covering the applicant’s identity, type of authority requested, insurance information, and other required details, based on the information you supply.

Supporting Forms: Organization of Designation of Agents for Service of Process (Form BOC-3), Motor Carrier Identification Report (MCS-150 series), or other related forms, based on the information and documents you provide.
Organizational and Supporting Documents: Organization of entity formation documents, proof of insurance readiness, or other materials referenced in the application, based on the documents you supply.
Amendments or Updates: Preparation of amended applications or updates incorporating corrections, based on the corrected or updated details you provide.
Documents are prepared for electronic filing through the FMCSA’s registration system (such as Motus/URS) or for paper submission as applicable. Operating authority is required for for-hire motor carriers of non-exempt property or passengers, brokers, and freight forwarders engaging in interstate or foreign commerce; a separate $300 filing fee applies for each type of authority; evidence of financial responsibility (insurance) and a process agent designation must be filed; clients remain fully responsible for determining the authority requirements, the accuracy and completeness of all information, timely submission and fee payment, satisfaction of insurance and other post-application requirements within applicable deadlines, and compliance with the Motor Carrier Act and FMCSA regulations under 49 C.F.R. Parts 365, 387, and related provisions.
